Agency Lens · Study 001 · Part V

One entity, its own commitments, its own data.

Pick a UN entity. The page shows how it is funded, a CEB-based approximation of the Funding Compact indicators where they apply, who funds it, where its money goes and how complete its reporting to the CEB is. No recommendation is made and no performance is assessed: the data is the CEB's, the distance to a system-level target is arithmetic.

01 · Funding Compact indicators, CEB approximation

Funding Compact indicators, CEB approximation:

Six indicators of the Funding Compact approximated per entity from CEB data. Each card shows the latest value, the system-level target where one exists and the distance to it, and the trend since 2018. The label under each card says whose commitment it is: most are Member State commitments, which an entity cannot meet alone.

02 · Funding mix

How is funded, 2011-2024

Core share of voluntary, all contributors (CEB Financial Statistics)All contributors · system target 30%
Core (un-earmarked) divided by core plus earmarked, all contributor types, CEB Financial Statistics. The dotted line is the Funding Compact system-level target (30% by 2027). The Funding Compact card in section 01 uses a second denominator: government contributors only, from the CEB financing instruments file.

Share of the single largest government contributor (line) and the direct bilateral government HHI (bars). The HHI is computed on government contributors only; it excludes pooled funds and EU channels. Thresholds of 1,000 and 2,500 are the US DOJ merger thresholds, used here only as a scale.

05 · Reporting completeness

What reports to the CEB

The Funding Compact asks for better data as much as better funding. This block shows how complete this entity's reporting is in the datasets Flows uses. The status reflects the latest year only; the caption gives the series. "Not reported" means the field is empty in the CEB file, not that the activity did not happen.

06 · What the data says

Statements generated from the figures above

Every sentence below is produced by the same rules for all 48 entities, from the data on this page. It states a figure and a distance; it does not say what the entity should do.

About this study

Why this study exists

The CEB and UNGM publish UN system financing in detail, but across many separate datasets that are rarely read together. Flows puts those public series side by side, so that funding quality, donor concentration and reporting gaps can be discussed on the same evidence.

Method in three lines. 1. Download the published CEB Financial Statistics, CEB HR Statistics and UNGM reports. 2. Compute every headline figure with one script into a single file, flows.json, that stores source, years, formula and limitation. 3. Publish only what the data supports, and show gaps as gaps. Full methodology.
